o set a Debian CPU to maximum frequency, install linux-cpupower, then run sudo cpupower frequency-set -g performance to set the scaling governor to high performance. Alternatively, use echo performance | tee /sys/devices/system/cpu/cpu*/cpufreq/scaling_governor to apply this immediately.
